Local triathlete and Coastal Racer Becca Lowe was attacked by a vicious dog during a training run in First Landing State Park. The owner of the dog fled the scene. Becca needs your help!

From Becca Lowe, local triathlete:

I am anxious to find this women and need your help. Tiffany and Derek Russell were
witnesses of the initial incident.

Six months ago, in mid January, Tiffany, Derek, my dog Max and I were
running through First Landing State park when we happened upon a women
with her own two dogs. My dog approached to greet her dogs when the
black one lunged to attack him. Max is extremely quick and jumped out
of the way. Then the dog which was on about an 8 foot leash lunged at
me.
He bit me down to the bone just below my left knee. He lunged a
second time but bit luckily on got my left shoe. After her dog was
under control, we asked whether her dog had bitten before, in which she
replied "Yes". Then we asked for her information and to come with us
to the rangers station about a mile away. She said "No" and after a few more
words literally walked away deeper into the park. The Russells aided
me in getting an ambulance, and filing a police report. Derek even
came with me to the ER, where I obtained stitches. Because the women would
not provide any information, I had to undergo the rabies shot series
which take about 2 months and cost about $5000. Yes, 5 grand which
luckily my health insurance covered. I missed about 40 hours of work
time.
I still have a nasty scar and nerve damage between the bite marks.

I knew that one day I would see this women again and sure enough...
After 6 months, on Sunday, June 8th, at 7 am, I ran into her again
right at the trail head of Cape Henry Trail with the same dogs. She did
have a muzzle on the dog that bit me. Ok, so I admit I did not use very
slick tactics to extract information from her because I was in shock.
When I confronted her about the dog bite, she immediately headed
towards her vehicle. In the mean time, I asked to borrow someone's cell phone
to call the police. While I was doing this, the women started running
toward her Tramper (truck/camper) and immediately grabbed a towel to
cover her license plate. When I approached talking to the police, I
could only see part of her license plate. The police said they could do
nothing without a full plate number.

So this women has evaded me twice and refuses to take responsibility
for her actions. Her blatant disregard for others is disheartening.

I do ask people to continue to keep an eye out for her and this vehicle
because I believe she lives close by. Here are the descriptions.

Caucasian women, long blond hair, 40-45 years old, 140 lbs, very earthy
women

Two dogs, both about 55-65 lbs,
one: long white hair, fluffy (friendly),
other: older, short black hair, cropped tail (3/4th long),
pit/lab
mix, had on muzzle,

Can't miss Vehicle: Older model tan truck (early 80s) with camper top
and rear hitch. Rather beat up. West Virginia plate (only on rear)
starting with 69, "West Virginia" written in blue

She has parked the vehicle in left hand lot by the bathrooms in the far
left corner by the Indian hut. I have seen it there over past months
but did not know it was hers.

If you see this vehicle, please write down the entire number and call
me or the police. I have two years from the incident to take legal
action.

Thank you for your help,
Rebecca Lowe
